The project activities are designed so that every partner has an active role, and that the leadership in producing certain outcomes. The distribution of tasks also capitalizes on the expertise of certain institutions. To avoid a ‘silo’ effect in the project implementation, various partners will have a stake in delivering deliverables, though only one partner may be technically leading the work packages.
